What is the Warm Homes: Local Grant?

The Warm Homes: Local Grant (part of the Warm Homes Plan) is designed for low-income owner-occupiers whose homes have poor energy efficiency ratings. It pays for a comprehensive package of upgrades — potentially covering heat pumps, insulation, solar panels and more.

Unlike the Boiler Upgrade Scheme, this grant doesn't require a fossil fuel replacement — and unlike ECO4, it doesn't require you to be on specific benefits. The income threshold of £36,000 makes it accessible to working households that are often overlooked by other schemes.

Important: Availability varies by local authority. Not all councils are currently accepting applications. We'll confirm availability in your area through our free installer matching service.

What does it cover?

Air source heat pumps
Ground source heat pumps
Loft and cavity wall insulation
Solid wall insulation
Solar PV panels
Battery storage systems
Windows and doors (energy efficient)
Ventilation systems
Smart heating controls
Other measures to reach EPC Band C

Who qualifies?

You must:

  • Own and occupy your home
  • Be in England
  • Have an EPC rating of D, E, F or G
  • Have household income of £36,000 or less (OR receive qualifying benefits)

How much can you get?

The Warm Homes Local Grant can fund up to £30,000 of energy improvements per property. This is the most generous individual grant available for home energy in England.

The actual amount depends on what your property needs to reach EPC Band C. A typical package includes heat pump installation plus insulation, worth £15,000–£25,000.

Frequently asked questions

What is the Warm Homes: Local Grant?

The Warm Homes: Local Grant (formerly the Home Upgrade Grant) is funded by local authorities and Homes England to pay for a full package of energy efficiency improvements for low-income owner-occupiers in England with a low EPC rating.

How is it different from ECO4?

ECO4 is delivered through energy suppliers and primarily targets households on benefits. The Warm Homes Local Grant is administered by local councils and uses income thresholds rather than benefit receipts as the main qualification — though receiving qualifying benefits also works.

Is the Warm Homes Local Grant available everywhere in England?

No — availability depends on your local authority. Some councils have exhausted their funding; others have waiting lists. This is why we always flag it as "subject to local authority availability."

Can renters or landlords apply?

The current scheme is for owner-occupiers only. Private renters should look at ECO4, which covers tenants and landlords.

What is the income limit?

The income threshold is generally £36,000 gross household income. However, households receiving qualifying benefits may qualify regardless of income.
